Another astute question. How do you sleep at night with such burning questions rattling around in your head? You are wasting your time here. You should be spending your time trying to solve the major problems in the world. Maybe you could direct your attention to solving world hunger?
Public fountains in China are usually in public. I have never seen one operatring. I think if they were running people would be bathing or washing clothes in them as they would have in the old times. In a modern city, maybe this is not acceptable. I was told that sometimes the fountains get turned on for special occassions.

Are you talking about drinking water fountains?  If so, it's because either:

 

A.) No one in their right mind would drink from a public fountain because 1.) The water quality is poor. and 2.) It would be DISGUSTING about 2 hours after it was installed

 

and

 

B.) If the water quality was good, there would be a constant line of people filling up buckets and bottles with free water, putting the water bottle delivery guys out of business.

yes it did! thanks! I know some places get dirty fast, but how about the shopping malls? they seem clean enough or even at the airport? I'm not even sure they have them at the airport. I know they have public water fountains in the U.S.A!

We use to have them at all , even the smallest, train stations, and in some bigger cities also close to tourist sites. BTW, we no have the big business with water bottle delivery much expanded, so it is still no problem.
