It seems every time I read Chinese policy these days, the word "experimenting" seems to be quite prominent.
Foreigners are reducing investment largely due to the absolute lack of understanding of where China is heading, and how long these “experiments” will be allowed to continue. The Chinese economy is unsustainable on its present course, so China needs foreign investment for its private sector because securing investment loans on the mainland, from mainland funds, is difficult, bordering on impossible.
Should the vast funds being held by all the state owned banks be used in the development of China’s economy, not just used to prop up failing government owned enterprises?

Isn't the funds in the banks already invested in China's economy in project such as infrastructure, propperty etc. ? Isn't that exactly the problem ?

Most of the funds are going to local governments or SOEs, and will be written off as bad debts. Or fleeced as officials flee overseas.

what I mean is. Does the state owned banks actually hold vast sums, aren't any liquidity being sucked up by the China Development Bank ? So what you suggest is already happening, albeit the quality of this can be discussed.

You guys really understand China. The ccp center is restricting officials discipline now. We hope it can cut down corruption, at least, for a while.
We can all make speculation of where it is going, but we will never really know until another couple of years...
