Q: Where in Wuhan do you go to register you marriage?

Where in Wuhan do you go to register you marriage, get translated copy of notarized marriageability certificate and correct photos? About how much time should I allow for the who process and what’s the cost? I asked twice about getting it translated at the US Consulate in Guangzhou and was told both times that I couldn’t get it translated there – thanks
