A good place to go to buy airline tickets to any major city in China is Ctrip or Elong which are both e-ticketing websites. You can pay online or pay cash on delivery. Really they offer good deals and I have never been cheated.

qunar.com is pretty good, although you need to have a Chinese bank account to use I believe.

The website I usually use is www.kayak.com. It aggregates ticket prices from other websites (including ctrip and elong I think), is in english, and has a cool feature where you can do a price comparison for tickets 3 days before and 3 days after your chosen date to get the best price.

I would also have to say c--trip! It might be better to go online and purchase your ticket rather than going to an agency. I've found that you can get it cheaper if you do it yourself. The agencies take a long time also unless there was a set price and you were going as a group I wouldn't recommend using an agency. C-Trip!
