Very often I will notice that certain Chinese I see on a day to day basis act incredibly nice and polite to me, always offering me things and being very thoughtful, but then I've witnessed them being absolutely horrible to other Chinese. I've observed this on many accounts and it confuses me. Is it because they expect something from me, because they're not sure how to act with me, or just because I'm different?
If you mean a lot of shouting, hand gestures and similar, that is the normal way for them to talk. Many times I see that and feel that there is one hell of an argument going on, until my GF tells me it is just a normal conversation and no one is angry at all. It just throws me off completely.
Maybe yes, they could be nicer to you because you are a foreigner, and they recognize that. In China, bosses always yell and treat subordinates with lots of yelling and what seems like intimidation to me. Like if they want to make sure you know they are the boss and can order you around as they please.
Go to Beijing and Shanghai and everybody is as equally cold to everybody.

....not to sound like an arrogant twat that claims that his home-country (where everything is better) I meant in comparison to more rural places in China where people are generaly more kind and welcoming
