Places like China Daily, Globaltimes and the like...why do they even offer an English version of their sites? It's propaganda, and no foreigners would ever go there for their news. So what's the point? Comedic value?

Your assumptions show your ignorance! I would go and as pogger already stated he visits their sites too. When you make claims like no foreigner will go there make sure you have proof to back that statement up before you try to exploit someone or something.

I think it was more intended to infer that most foreigners would take what they read with a grain of salt rather than not reading the news at all. That is how I approach the local media. In fact it is how I approach any media. I read it, think about the content,apply logic with an understand that there will be bias of varying amount depending on the country that the media originates from and also the political affiliations that the media ownership or it's target audience at times has.
A while ago some officials in Beijing read an essay about "soft power" and Zhongnanhai turned "strengthen China's soft power" into its scream-at-the-of-your-lungs catchphrase for a few years. Basically, the entire political system here relies on screaming catchphrases at the top of your lungs, then throwing money at catchphrase-based initiatives.
But catchphrases come and go and they barely care about that anymore, but all the hastily-made government programs still keep eating up tax dollars.

So English speakers can ridicule the government as well as Chinese people.

Media in general likes to bend the truth sometimes. It's not just the few places you've mentioned that does this kind of thing. It works on a global scale. I once saw a news channel that exaggerated the flood we were having by placing a rafting boat on a puddle of water and making it seem like it was 10 feet deep!

When I take a domestic flight in China, one of those lovely, sweet sexual attractions umm.......I mean cabin crew girls brings me a copy of the China Daily. I politely thank her and smile because I am sure she believes that she is doing me a wonderful service bringing it. Then I politely fold it into a small parcel before depositing it in the pocket behind the seat in front of me. I wish that I had the heart to tell her I would rather study the contents of a sick bag.
