I would guess that the biggest obstacle is the cost. Cost of education, transportation, room and board and the "extras" we all need. The few students of mine who have studied abroad did so either thanks to wealthy parents, or because the family worked hard to save and borrow the funds needed for their study.
Small matter of approximately 1 - 4 million RMB! I do a presentation for those at my school considering UK universities, I pick three subjects and the top three UK universities in each subject. On average a top UK university will cost about:
Tuition costs - 20,000 GBP per annum so 3 yr degree - 60,000
Books and course work 2,000
Food costs (huge variable here but) for 3 years 20,000
Accommodation (another HUGE variable) 3 years 20,000
Social costs (spending money) 10,000
So total 112,000 GBP = 1,120,000 RMB
Obviously those figures are hugely variable depending on exact location, length of course, what type of course and your expected living style. In some situations you may be able to half those costs, but in central London doing a three or four year economics degree you could easily triple those costs.
Not many in China can afford that.

money not so big problem here... there are hell of a lot of rich ppl... and 1.2million for a degree is not considerd too much at all..
I work as a foreign consultant for a company that sends students abroad and to say the tryth a lot of chinese students do study abroad.................the number is even higher than what you imagine

I agree. It has been my experience that many Chinese students study abroad and the number increases exponentially yearly. The question seems flawed in my opinion.

I don't know how true it is but I read somewhere, I think it was an article on this site, that the numbers going abroad fell for the first time this year.

that number might be just the number of the tax clean people.....but trust me even in this business taxes must be manipulated

Even if the number falls...I doubt that you could say that "so few students study abroad." Imo the question seems to misrepresent the facts. Chinese students studying abroad is a lifelong dream for millions each year. We all know that.

maybe among each five students.....one goes to study abroad....that is the real number in my opinion

Okay. Now contemplate the real number of students getting ready to go to universities in China or abroad. Add the total number that use agencies to help and add the total number of students who don't use agencies yet will still go abroad. That is the sum for those going abroad.
A friend of mine from Nanjing went abroad to my uni and was in Nanjing's 2nd best high school. They sent about 1/3rd of their students abroad. Now contemplate that ratio at NJ's 3rd best-20th best. The ratio only goes down from there. The ones going abroad are the elites of China and 1/5th of China's high schoolers are not in the elite.
Yes, I tell all my clients it will be minimum of 1 million rmb per school year. That puts the brakes on a lot of fanciful dreams....

from my experience........most of the clients that want their children to go abroad.can afford one or even two million per year....atleast my clients can afford that

I agree. Most can afford or they wouldn't be looking into it. I just kinda meant the overall reason not many Chinese study abroad (US,UK,Canada). I do not know enough about it to comment on Australia and the other countries.
Yeah, it might not be a million, but it gives them an idea of what they are looking at. Hopefully it helps impress Junior that he might actually want to study when he is in school rather than become the ultimate video game player....

It depends on what major they choose. most Chinese students study computing,business, finance,economics, management something like that. In the class, a majority of students come from China.
I studied abroad ever. there were 21 students in my class. 14 of them were Chinese. 4 of them are English, the others were from India or somewhere else.
