So people can pick them up secretly on their way out?
I mean...think about the kids!
Maybe because if they are located elsewhere, no one will pay for them but still take them.
Small and fun, just like sweets...easy to forget but when you see them you want them, just like sweets....A good place to remind people to pick up a pack before they leave the shop....
Since there's no sex ed taught, then children being the most likely to notice their surrounds will notice what's around their candy. So they will at least know condoms exist.
This is better than having them behind the counter like in some shops. I'm sure many people are too embarrassed to have to ask for them. I just don't see why some shops do that. It's better if they are somewhere visible and easily reachable like by the counter (but not behind it).

The do that in Canada too. Though in China they have a much larger display. But the three packs are available in Canada at the checkout.
Obviously so people impulse buy them, just as you would a bar of candy. It's good!
They do come flavored.
