Got a new visa and registered it at the police station well over a week after I picked it up. I forgot to bring my housing contract so she told me to come back another time. I asked how long since the rule says it has to be within 24 hours, and she just shrugged and said "just dont wait TOO long."

If you are stopped on the street, at work or visited at home, and you have not register your address, then you will face at least a fine. But if you go to register beyond the 24 hours at cities or 72 hours bat countryside, so far no one will say anything, since you are doing it even if late.
What will you want, to pay a fine for being late too?. The crackdown is for those illegal in China. If caught without that Registration Form, you will be illegal. So, right now is not a good idea to be too late, just in case.
Because binary thinking is for Westerners. Like you are either legal or illegal.
