Perhaps you call them something else; the black and white lines denoting a pedestrian crossing.
Ja, ja, to me they just look fantastic, very modern art work. They are either for decoration, or because countries in the Western world also have them. Only problem seems to be that they have not figured out why they are used for.......
Just copying what other countries have like everything else.
In China it is referred to as a

In Xi'an there is a stop sign, still have not seen anyone stop at it though. Almost got hit by a few people running it though.
To make the roads look nice. Everyone knows safety signs and warnings in China are there for decoration.

Also, it gives a job for people to do. Not very useful, true, just lke the one who takes your subway ticket and inserts it into the machine, then gives it back to you....
Makes it easier for the drivers to see their targets....
I've hardly ever seen lines painted on the roads here. Not sure where your coming from with this? Which city are you staying at? Most of the drivers in the city I'm living at don't follow traffic laws anyways so those lines would be a waste of time!

Although I did discover that you can use a toilet backwards....who knew
Same reason they have antismoking laws, so China looks good on paper.
