I tried to order some things on Ebay from Hong Kong and they usually will not ship to China. I've asked the stores about this, but never get an answer. Why won't the stores ship to China ?
Is there a section on their websites where it says the countries they ship to? Chances are if they don't ship to China, there are other countries they don't ship items to. Maybe they only ship to addresses in Hong Kong. Maybe they just don't like China. Isn't it up to the individual companies to decide where they are willing to ship items?
because they think a lot of scammers , cheats and theives live in china. it is deemed high risk as far as selling and shipping there. they dont want to lose money because someone used fraud to buy things (stolen card numbers, hacking, etc)

I live in Guangxi Province, and I have purchased many items thru Internet and had them shipped to China using trains, Fed Ex, and DHL, and had not one problem. Of course, I use a crediut card on my name and have it ship to the same name and address as the billing information.
What I have found do, is that some companies like Amway are allowed to sell only within their district, and others have said they will not go thru the hazzle to prepare Custom forms, but many have been very willing to do so.
Ordering things from HK is like ordering things from another country and the shipping will have to go through border inspection and declaration and may involve the import duty depending on the product you order. There might be issue with the pay method as well. All this makes your ordering from HK more complicated than what you thought.
