In late January, my current employer ask for my expert certificate claiming they were going to have it upgraded to a professional certificate. At that time, I still had 2 months remaining before my certificate expired. I was planning on renewing my contract, so I asked if we should wait until then, but they said no. So, I gave them my expert certificate. In March I moved to a new apartment and registered with the local police, signed a new contract for 3 years, and had my Z-visa extended. My concern is that my employer doesn't seem to want to return my new professional certificate. They said that they need to hold the original and will give me a copy. Is this legal? Why won't they give me the original? ( My first year I held the original) Does anyone know if this is standard/legal? What should I do? Don't I need to update my registration at the police department with valid documents of where I work?

My advise to you is to go to the PSB station and tell them what your employer has done. It is illegal for him/her to hold on to your certificate, no matter WHAT he says.
I dont know how good or bad your relationship is, so if it is good, you may want to talk to him first about it. If he still refuses, tell him that you really do not want to have to go to the PSB about it, but that you will have to do so if he does not give you your certificate. If he still does not give it to you, then go.
They often times try to hold on to the certificate as a way of controlling us, or making it harder for us to change jobs if they try to screw us over.

never give originals first rule so yes it seems like something is going on..
foreign expert certificate? i believe it is legal, because they need it returned to them when you leave. but some dumb foreigners leave w/o giving it back. so many companies/ schools are (or have) changing policy and deciding to keep it. but your boss in typical chinese fashion decided to lie instead of simply telling you the truth.
my first employer aston kept the certificate because some teachers disappear in the third month, second emplyer , university kept it, but ask me if they could keep it for safe keeping, third employer said it was mine and they did not want the responsibility of keeping it if a fire in the building or disgruntled employee lost it. third employee private internation joint venture with canada, now im told that i need a new one since its 3 yrs old in august, they enforce a five year rule in shandong when they want to, that says you have to go home after 5 years at the same school, so i move to a new school every year but i always find a replacement for me to keep good contacts.
Rest assured...they will make a perfect copy of it and use it for their own selfish purposes.
"Upgrade" from FEC??? Well, I've just googled and baidued, and still haven't had any luck with finding such a thing!

At any rate, NOT 'standard'. Uncertain about 'legal', but probably not.
As for registration of residence, no - you only need your passport (you could be living there as a tourist, so the FEC doesn't really matter).
