All things being equal, I don't think I would.

all things being equal, if you are making me money, you can smoke anywhere you want... reall good and I will give you a smoking office.... real real good, and I will include more perks ... I do not care about your lifestyle, DO YOUR JOB AND MAKE ME MONEY
Similar to BHGal above - if the employee is getting their job done to expectations, then it's fine. If they are exceeding expectations - better! Therefore, leave them alone.
If they're work performance is below expectations - have a word with them. If it doesn't change, and the cigarettes are actually impacting their performance - warn them. If it continues - fire them! They are wasting your money. (ol course, there's lots of ways that can happen, not just ciggie breaks).
Simple formula - let good workers do what they want while they're good! If it makes them happy, they'll stay, If you start to micro-manage, they'll leave... and you've lost a good worker.

Honestly, I don't care how many cigarette breaks people take for as long they meet quota and do their job the right way.
But them my office is full of girls, none of them a smoker, must be why.
In my mind the smoking breaks do not impact performance for some people. E.g. In the past I worked in a company where we had a sourcing guy who was on the phone all the time anyways, doesn't really matter if he was doing that inside or outside. Same company also had a "coffee club" a group of people who'd coordinate their smoking breaks and stand outside and gossip for longer periods than what they needed for their cigarettes.
Smoking is just one habit that could impact performance.
The question you should be asking is. Would you employ someone who is subject to more sick days and early painful death? Because that is a fact for smokers as they age.

Not really How about resent from others that dont disapear for ten minutes in every hour to fill their lungs. And what about other things people do in work time that arnt anything to do with their work? Facebook,ebay,wechat all can cost a company money that is being wasted for personal perks , If you were paying for something amd you didnt get value for money , would you still by it?
Lets take.it a step further.
Would you hire somebody who had to pray umteen times a day durring work time?
Its a fair question as it is another work place dodge .
Or am I not allowed to ask a Question like this in these days of intittlement?

If they're paid by the hour, and the time taken to pray is unpaid, then it shouldn't matter (unless you specifically need ALL of that time - in which case they can do that time elsewhen). Eg, if they pray every day, and every day takes 1 hour, then they can work another day for 5 hours...
Employment should be something that works for both employees and employers!
