I have rep office step up in shenzen, I got a z visa and submited it for a working permit. After the police investigation they got to know the office was a virtual office instead of a real office.my agent had taken money from me as rent for a real office but she was just trying to be smart , in short the PSB refused my work permit and has giving me 10days extention. Can I still re apply again or do I have to get another invitationand go for a second z visa again. Do I have any chances at all?

New School must reapply for both documents, and you must exit China.
I believe, your new employer won't have problems to secure new Working permit and Invitation letter. It takes about 30 days, even faster to get both documents out of SAFEA.
However, only after your new School will apply for new WP, you'll know your options.
Since you are in Shenzhen, you must be Native English teacher (passport from UK, USA, Canada, Ozz, New Zealand, S. Africa) for WP grant.
Important part is (if you'll wait for both documents in Hong Kong): It must be stated on Invitation letter 'Z visa pick-up in HK', which must be confirmed by SAFEA. Sometimes, that's not granted, and you must apply for Z in Chinese Embassy in your home country.
Tell School's rep. to ask about 'HK Z pick-up' before hand. SAFEA will tell, if they'll grant HK pick-up or no, so if they confirm, you can wait a month in HK for both documents and apply for Z in Chinese Embassy there.
Make sure, you'll exit China on time. Better exit a day before, than last 10-days visa grant expire, than later.
You could also get info about 'troubles at new Z application' by dialing SAFEA in Guangdong.
Enter 'SAFEA' in search above for address and contact numbers in your Province.
Addresses weblink isn't updated, so many phone numbers listed have changed.
Please, update the Board if Guangdong SAFEA's phone number has changed.

You got Z visa where? You can get Z only at Chinese Embassy out of China with WP and IL -originals ....then you can apply for Z....

From the OP's post he has used an agent to setup up a "Representative Office"....which is an office that represents a foreign company that wants to trade with China.
He he needed a real office to do this legally bit states his agent has messed him about by only renting a virtual office.
Based on the initial setup up he got his Z-visa in his home country.
The last step was the actual work permit. Somehow the PSB have found it it's only a virtual office and won't issue a resident permit. Actually what I think has happened is that the bureau that overseas representative offices figured this out, so they've refused his WP application.
His is issue is NOTHING to do with teaching.

You need a license to employ foreigners to get a z visa. If you are setting up an office here you need the z visa license to apply for the z. There are a few threads about it here. Use the search bar above for subjects such as "How to set up a company", "How to set up a WOFIE". That sort of thing.
The PSB were probably just wise to the agent you used. You need to do research before paying an agent more money. Never use agents that promise you a Z visa.

He's set up a representative office which is different to a WFOE. It's an office of a foriegn company. The representative can get a Z-visa/work permit but can't employ other foreigners. The problem, same as a WFOE, is that you need a real office, licensed for rent as business premises. These virtual offices can't do this which is why the OP now has this problem. Real offices, as I know, are bloody expensive
To the OP. It's your stupid agent you should be addressing this question to, not a bunch of keyboard warriors who give non-sensical & half-baked answers.
Your agent is the one who has fucked you over with this virtual office problem. How much per month rent did he/she scam you for? Reall offices in Tier 1 cities are bloody expensive as I know from dealing with setting up my bosses WFOE last year.

I'm also surprised you got the Z-visa issued as the step before the invitation letter is to get the office authorized which should have included seeing the rental contract and office related documents.
