Q: Is this another way China will target foreigners in the future?

Chinese authorities have barred a British finance executive at the pharmaceutical giant GlaxoSmithKline from leaving the country while they carry out an investigation into bribery and corruption at the British company, the company confirmed on Wednesday.

www.nytimes.com/2013/07/18/business/global/china-bars-glaxosmithkline-executive-from-leaving.html?_r=0

Steve Nechelput, the company’s vice president for finance in China, has not been detained or prevented from traveling or working in China, and there is no indication that he is the focus of the investigation. But a person involved in the case said he was being prevented from leaving the country and had sought the advice of British consular officials.

Under new laws from July 1st, China can stop any person merely suspected of a crime from leaving, until that person reaches a "settlement" with his accuser. In this case, authorities do not even oficially consider him suspect.

Is this a sign of things to come for foreigners in China?

Obviously, the answer is a clear 'yes'.

The bigger a company, the more likely it will happen... which will end up where the company (or individual) will be 'suggested' to pay some sort of BS fine, AND sign a confidentiality agreement to not speak of this 'fine'.

Within a year (or less), this new law will get seriously swept under the carpet except in rare circumstances, and foreign investment and business plummeting (well, threats of this, along with a few real situations) will make the government's new law look ridiculous, and have a seriously bad impact on the economy. Foreigners will start leaving China, and then start firing people and closing up the company....

Teachers, particularly in dodgey schools, will get seriously screwed over, as the local police will be in cahoots with the school, and will 'require' the foreigner to give up on LOTS of moneys owed...

BE WARNED: DO NOT WORK FOR A DODGEY SCHOOL!!!! (now more than ever!!!)

Maybe for teachers it will be: Under Chinese Law you must finish your after school class and then you may leave.

God I love them starting to take apart what they've built. Ten years from now this place will be like it was 20 years ago.

Users of each system:

From now on, in the “processing of overseas application for foreigner's work permit in China,” if the employer fails to submit the post entry application on time within 4 months after the pre entry decision is passed, the system will automatically terminate the application, and there is no need to apply for the permit notice for cancellation after the end of the processing.
