Do i need a return flight with a tourist visa to satisfy visa condition's?

Yes you do, the Embassy wont issue your visa unless you have a ticket in hand when you pick up your passport.
im sending a postal application and last time when i went there they did not check flight details, did have another idea of buying 2 singles and when in china cancelling flight and getting a refund?

Not true , I didn't even have my ticket when I applied for my L visa and when I did buy one it wasa one-way ticket. I applied for a 30 day, single entry, 6 month visa and was given a 60 day, multi-entry, year long visa .
wheres the visa to? America, Canada? if to china I read they were getting harder and wanted all sorts of stuff,I took bank staement, hotel reservations, airline tickets,etc they just took my application and said come back Wednesday.
Embassies in rich western countries will not care much... BUT once i had a problem at the airport, the airline staff of emirates airlines didnt want to let me checkin for my flight (just had one way ticket and tourist visa) because the girl didnt believe me that im going to study and change my visa etc... stupid cunt always said that china want a proof that im leaving again...
Chinese Embassy in London, UK issue L visa by mail. Your passport with new L is back to you in 7 days.
However, you need booking details of return flight together with L application and passport.
