I've been looking for a new teaching job in Qingdao recently and some of the responses I have been getting from agents seem to be way below the ball park average for teaching offers salary wise.
I've stated that I would not accept less than 10,000rmb for 20 hours and less than 8,000rmb for 15 teaching hours.
The recruiting agent responded with this,
"Full time (40 hours) in Qingdao is 10,000rmb" - 40 hours means 25 teaching hours and the rest office/marketing hours.
However, I was just offered a teaching position in Weihai, a smaller city in the same province, for 8,000rmb a month for 20 teaching hours with no marketing or office hours and I didn't use an agent.
Qingdao is much bigger than Weihai and I'd expect the teaching salary to be a little bigger too.
In addition, I've expressed interest in working for a public school or university, but many agents I've spoken with claim that most public schools won't be hiring until after Chinese New Year. But, I know that's true, because the 2nd semester starts right after Chinese New Year.
I know many agents build contracts with private training schools to find foreign teachers for them. Is it more lucrative for the agencies to find foreign teachers for private training schools and attempt to undercut the salary of the foreign teacher? Do agencies often work with public schools and universities?
Thanks for the insight.

Don't think of agents as "agents", think of them as pimps. They want to see you get fncked as often as possible so they can get the money that they "worked" for.
They offer you the illusion of choice and security but will leave you in the dust once you are dried up and useless to them.
And, like all pimps, they will routinely threaten to withhold their love (money) and security if you dare to balk at the screwing you're going to get.
Many schools, public and private, find it easier to use a recruiter/agent so they can wash their hands when things go south (not to mention many FAO appointments are political and have nothing to do with the ability to speak English, process legal paperwork, or fulfill any "promises" without making you feel like the dirty whore that you are.)
This was said back in the 70s: "Chinese will never enter into any agreement unless they are certain that they are getting the better deal." (Fred Schneiter 'Getting Along with the Chinese' ISBN 962 7160 19 9)
