TESOL, TEFL,  and CELTA are basically 3 different certification platforms for vetting individuals that intend to teach English to foreign language students, but don't have any formal teaching qualifications, such as a 4 year "teaching degree" or higher.   Each of the platforms introduces very broad teaching concepts.  The standard certification qualification accepted by most foreign education boards/ministries is a 120-hour course.  The organizations that provide such courses don't have to be OCR or ASC-WASC certified per se.  There are "Cambridge Certified" in-class options, that are usually offered in Native Speaker countries like the UK, US, New Zealand, Canada, and Australia, but they last a month and cost a lot of money.  You can find a "distance learning course" online, where you will pay roughly $75-$100 USD for a 3-month block of access to online self-paced content.  A course can be completed in 3 months to 9 months (I took my time).  I used Language Link - but if you just search "TESOL online 120 hour certification", you will find a few services where you can pay online with a credit card, complete the required classes, and then print an online certificate and transcript from whichever country you are in.  China does not block these services, unless any of their multimedia links are on youtube.com.  Best of luck!
