Q: How to Get a Certificate of No Criminal Record for U.S. Citizens without returning home?
I'm trying to convert to a Z visa but I ran into a problem of having to get the certificate of no criminal record. Any Americans here get this document successfully without taking an expensive trip back home? If so, please share.

Before flying back home, I would contact the Embassy or Consulate and see if they can help you. If not, do you have a relative or close friend at home that could do it for you if you supply him/her with a letter of authorization. With today Internet, I would even contact the local Police at your hometown, or the FBI office, and inquire how you can get one without going there. Good luck.
It depends on y our jurisdiction.
For Puerto Rico (US territory) I was able to have my parents request it for me. However, there are some US jjurisdictions that require the applicant to request it in person.
I know how to do this. I have done the same thing before two times.
1. go to the FBI website and print out the fingerprint form.
2.next take it to the PSB, tell them you need fingerprints bring a translator to help you or have somebody write it down for you.offer to pay them a tip very small amount. Just to be courteous.
3. Next type up a permission letter giving your mother or father permission in america to receive this FBI record of yours.
4. after your fingerprints are finished go to FedEx or UPS and send the letter to the FBI along with your fingerprints.
5.long waiting time maybe in about 3 weeks you will receive a phone call from the FBI on your Chinese phone number and they will ask you if you really gave permission to give your mom or dad your FBI record.so make sure your mom and dads phone number is also on the permission letter and their full names.
6. after your mom or dad have received the FBI record have them send it to you by FedEx or UPS to company or home address.make sure you get the tracking number.
you don't need to call the US Embassy. They can do nothing for you. Been there done that got the t-shirt. I stressed you to be patient this is the normal way to get it abroad. No choice.

a few last tips. use overnight mail I don't care how much it cost you, the faster the FBI get your prints the faster you get your record back. in case you're wondering yes they can call you in China.
florida and pennsylvania will allow you to get a criminal background check online with a credit card, have it mailed to a relative or a friend, you do not have to live in the state to get them background check, a friend from maryland got one in pennsylvania for a move to vietnam because they wanted a current one from the states, also had to get one for the time in china.

Are you required to give finger prints? How do you prove who you are? SSN? How about giving all of us a website link?

Cheers ambivalentmace. I plan to get one more again just in case the PSB wants a new one for renewing our resident permit in Shenzhen. I guess Qingdao and Beijing require it now for renewing with the same company. This trend might spread, better be ready.
