Rent's due tomorrow. Should I just pay the rent, and tell her that if she wants me to pay the property management fee, that she needs to fix the problems with the apartment? What are my options here? Every time I ask her to fix something, she goes on about how I "already got a special offer (total ripoff)," and that I should be thankful.

Is there a "management fee" in your rental contract? That agreement should say who is responsible for taking care of stuff, and if you're paying a fee, it should be the landlord.
Tell her to fix the stuff, or she's in breech of the contract. Speak to a lawyer as well. If she doesn't fix the stuff, and it says she's supposed to in the agreement, you'll be able (depending on how muh guanxi she has) to get back some of the management fees and your deposits for moving out. Even just mentionning this will probably make her take care of a few things, but either way, sounds like your landlord is a tool, and I would stop dealing with her ASAP.
Do the math of how-much-it-would-cost-to-move vs. how-much-it-would-cost-to-repair. Are these major structural repairs? Minor items? Leases in the PRC are generally like employment contracts, if you follow my meaning. I would seriously sit down with her, calmly, with a Chinese-speaking friend (be careful however, as the locals often do not translate what you want and tend to lease the discussion elsewhere). Suggest to her that if she does not wish to pay, you will engage an outside contractor, have the work done, give her the "fapiao" and then deduct it from the rent. She will go ballistic, for sure, but it will open the discussion. If she really does not to do it, ask for part of your moving expenses (I have seen this done before -- sometimes it worked, sometimes it didn't). In the end, just do the math and act and/or react accordingly and forget the "special offer" bit on her part -- it's a standard ploy. She is a seasoned landlady.

Last year, the apartment my family lived in had a bunch of leaks, with the ceilings and walls growing fungus. For a whole year, we asked our landlord to send someone to fix it, but she didn't do anything. So after a year, we moved out, and she said pretended we caused that leak and that she wasn't aware of its existence, and no matter how much we asked for it, she never gave back our 2000 euros deposit.
In other words, you're screwed.

I'm going to get my deposit back and go elsewhere after the the CNY. I'm not too fond of Chenzhou anyway, so I'm thinking of returning to Inner Mongolia.
Stop paying the "management fee" and you will get his attention in a big hurry my friend. Then tell him you want a face sit down and give him your lists of gripes at one time and tell him you won't pay another dime until he fixes the stuff
Just don't pay the rent until you have used up your deposit amount. They can't make you leave.

what you write is true but nonetheless depending upon the landlord, he or she may send the goons. That has been known to happen, too.
When I had trouble with my apartment and the landlord refused to fix it I paid for it myself and then deducted the cost, plus an inconvenience fee, from the next month's rent. When he made a bunch of noise about it I showed him the before and after photos and showed him my luggage. The bags were empty but he thought I was going to leave immediately and backed down.
