The cop, who spoke with a distinct Beijinger accent also said he couldn't open the car's door the way the guy was blocking it without hurting him.  From the background street scenery the location was likely to be Beijing. Notice the intermittent laughters coming from the bystanders too.

I was told 4 years ago that payment for death was 50,000 rmb, but medical bills and recovery could be much more for the living survivor. In Shandong there was a driver went back to the accident to run over the victim again to lower the payment, but someone saw him do the deed.

But the old guy in the video actually extorts money from the cops inside the car.  THAT is another level.

The cop also said something about 5 rmb newspaper, how the guy approached them asking where to buy newspaper. He then told him to buzz off and find some work to do. 

My guess is that, that was the guy's line to approach the cops, who were sitting inside their patrol car. When being turned down (probably started with a small request, a few rmb), he sat down and crawled underneath the car, refusing to come out until the cops gave him the amount he was extorting, which was Mr. More's figure.  

This is standard 'by the book' mainland china  extortion protocol. Cook up an excuse to approach target, lost your wallet, no money, father in hospital, mother in hell.....anything. Ask for something small, like using the target's mobile to make a SOS call.  Establish rapport using target's good samaritan nature.  Constantly monitor target's reaction, play along before going for the kill, while your accomplice hover around the dark corners.

Hell, one such moron tried it on me years ago, must be more than ten. She was a young, around 17 girl, even showed me her fake Beijing Uni student card!  Too bad I was strolling Beijing U while she was learning how to con.  Her story was about being an exchange student with HKU. Too bad for her, I was having lunches and playing ping pong with the kids there while the moron was learning how to ride a bike.

Anyway I played along until I drew out the other rats, about six actually, who materialized like they were beamed down from the Enterprise.  lol   Then, I went for the kill.   It was under broad daylight just outside a shopping mall so they didn't dare go physically violent. They would regret it if they did anyway.

Just sharing here to show the typical kind of low lives you find in china. These days things are getting 5x worse, their filthiness are blown, perhaps, so they come and make an insult within seconds. They are not even looking for money, they are rabies inflicted dogs lurking around for god knows what.

yes, I remember a student asking me how to write an essay for IELTS writing on juvenile crime and telling me there is no juvenile crime in China. I said "I know they keep you in school all day until dark so you can't commit crimes". The high school(Jail, Education Detention Center) I work starts at 7AM and ends at 10PM everyday and one day every other week to go home and wash their clothes because the school does not want the water bill. The international program students have the same lock down hours as the regular students. I suppose they could rob a bank from noon to 2pm when they can leave campus for lunch.

I obviously need to qualify this with "if the cops were doing their job", but.. .yes, he should be arrested, for interfering in police work. If the cops got a call to an emergency, would they still hae to barter with this guy??

Also, for the softies.... many many people (in particular, older ones - make a living out of collecting plastics and cardboard, and selling to recycling stations...

I have no great issue with beggars... but there is that old adage about being able to choose... AND to be able to accept rejection! "Pay me to stop annoying the crap out of you" only deserves a punch in the face!
