Last summer a friend of mine was asked by her company to return her foreign expert certificate (the little booklet that looks like a passport) before she left the country. Is this a law or was it just the particular company? I only ask because its kind of cool looking, and I'd like to take it with me as a memento when I eventually leave.

The FEC is given to you, in your name, based on your qualifications and experience. it does not belongs to the company you work for, it is yours.
So, if you leave and wish to take it with you, feel free to do so. And if by any chance you get any flack from your employer, just tell them you will return it directly to the Labor Bureau section that issued it, and there is nothing your employer can do to you legally.
Although the bureau does indeed want it returned to them. It's like an old license plate or lost passport that you find later. Really, it should be disposed of properly, but no one is going to hunt you down if you don't return it.
