xerxes, you can report it, but I'm afriad that the school probably has better connections than you. There are two things you can do, the most important is to hire a foreign lawyer that represents foreigners in China. Now this also depends on how bad your situation is. If you're speaking about teachers in University and inequality, well that's not even looked in to. Besides that, most Chinese accept or demand, red envelopes to pass students. Abusive, physically or mentally? Physically is not acceptable, a teacher cannot touch a student even if it's self defense. Mentally, well that is just the Chinese way along with money to pay them off,
Second choice is to take it to the Foreign Expert Office. But all in all, remember one thing, is it worth it. Chinese do not like problems, they are lazy and corrup t"not all of them, but a large portion",
I once had to help a client for his school used his passport to buy a car, later he was going to exit but they hit him with a tax he owed for this car. In the end he had to pay, he forgot to tell me he gave permission and accepted money for his passorts use, and that he ran to the Foreign Expert Office and PSB when he only received half of what was promised to him, the lady he reported to was a good friend of the schools owner so he was black stamped out of China, he remained in custody until he could pay the tax. The school eventually got shut down for it's over use of foreign passports because they weren't giving the police their share of the money making. You see where I'm going with this.
