yes, there is flexibility ..if you haven't taught at the school before, i've seen a few that will hire up until 63. Where I am, I'm turning 65 in May, but they've kept me since i'm finishing my 7th year here. One can actually stay until 69 (like myself) if they decide to apply for you to be a "foreign expert."
Not older than 60-years old, everywhere across China ...

Application for Z visa is centralized, i.e. rules don't differ from Province to Province ..
