Q: Alien Employment Permit and Release Letter from my current employer to change jobs
I've accepted a job offer and my current employer is being coy about giving me a release letter and my alien employment permit. I need both to apply for a new visa (FEC route).
Are the company legally able to withhold these documents from me, especially the permit as they already have this?
I'm scared my current employer will either terminate my current visa or place me on a tourist visa towards the end of my contract.
Any information or tips would be greatly appreciated.

First forget the term FEC, it's gone now. It's all referred to as SAFEA, 1. SAFEA Labour office 2. SAFEA legal assistants 3. SAFEA WP Department.
No they can't, you'll be fine, as along as you followed your contract you'll be fine and that's when SAFEA will step in and help you. Find their office and go there and ask them what you should do. Make sure you have the phone number of your company or better yet your bosses phone number so SAFEA can call him or HR.
Can't stress enough how important a recommendation letter is now with the new system, so try to get that too.
BTW can you tell us when your current RP visa is over? Because timing is everything now with the new ABC WP approval system & visa's.
But this game your boss is playing is normal, so be cool, stay polite and professional, because you'll need a backup option meaning if your RP visa will end soon and you don't have enough time to change jobs you'll need to suck it up another year at your current company so you can prepare better and sooner for a new job next year or if your contract has an option to resign with proper notice you can use that to change jobs. So stay on their good side.

My current employer has told me that their policy is to take passports and convert the RP to a tourist visa close to the end of date of the contract. They claim that if they cancel and release early they are unable to show that they have legally fulfilled their obligation of having a teacher employed with a full working visa that hasn't had their FEC cancelled and are still employed.
