Has anyone canceled the fec on their own?
My school is dragging their feet
Is there a fee for canceling it?

Although I have never done this. I would imagine its not difficult at all.
I went for a new one about a month or so ago and they had this guy that spoke brilliant english so I was able to ask some questions and get a feel for the place.. I applied for it alone, so im sure I could cancel it alone. I would go to the office and just ask what is needed to cancel it. Probably they will give you a form that will need a stamp from your company. Or maybe not, maybe you can just cancel it right there and then, so make sure to bring it.
I highly doubt there is a fee as there wasnt a fee for me to get this years page done.
No I don't think, it's a fee for cancelling. I never did it myself.
As I know, School must give you all necessary docs. (for RP extension) to you (or your new employer) in 30 days after your last working day (Chinese law), if you didn't 'walk away' or similar things against the Contract.
My Fuk. School didn't know what to do, despite I explained them in English. I contacted FEB (because of other problems, too), and FEB made them do it. Same happened with School in Dalian a year earlier.
You need Release letter and FEC Cancelation for RPermit extension. New employer cannot get new FEC, if old one isn't canceled.
I would ask FEB for help with FEC Cancelation Certificate!
Wall Street has never allowed me to hold my own FEC, I only got some pictures of it when I was at the PSB. So I would also like to know.
Does anyone know what the prevailing law on FEC is? I wasn't allowed to have my FEC. The school administrator told me that it is customary that they keep the FEC even after I quit. However, some of the teachers who left demanded for it and got it. It's a document with my photo on it and it identifies me as a FE, so logically I should be holding it. Does that make sense? Maybe this is China?

Wrong! (on the first part). FEC belongs to you, and must be used at ID-ing together with your passport!
School wants to keep FEC in the drawer, because if FT walks away with FEC, School will have big 'issues' at SAFEA, when applying for new FEC, or even employing new FT.
In my world: 'if there is a document, where my pic is required, 'document IS MINE!'
Here's what happened. You can cancel the fec yourself with your release / reference letter. But you will need to fill out a form that would require the application number and the application date. I was not able to get the info from my school I made them sign a letter stating I turned over the fec to them and that they will email me a copy of the cancelation receipt.
Here's what I learned from this. Take control over the process from the beginning get copies of whatever docs forms they are filing for you. Now when it comes to training schools I would definitely do this. But for state universities, i would not worry too much
