I have 3x 100 USD currency bills each torn into clean two pieces which I am thinking to change/exchange. I called up BOC for advice and it turned out to, " feck yourself".
BOC: Any glue or tape attached USD bills will not be accepted at any bank.
ME: How about bills split in two clean pieces?
BOC: Nope, but I can advise you to take it to the US and changeover there.
ME: Feck off.
So, I am wondering if any user over here had any such experience or can advice/suggest anything better than sending it to the US?

I tore my rmb notes on my damn zip on my wallet. Icbc did exchange albeit reluctantly. You may just have to wait until you are abroad. I know in the UK you can just latch them up again. No reason they shouldn't unless watermark is torn. It might be different if they are totally torn apart cause you maybe able to launder them that way

Did change rmb but not the USD, just split cleanly not completely torn or damaged.

I'm speculating but they have set authentication processes for foreign currencY. If I took torn rmb into bank in UK I don't think they would accept them. Keep and hold of them and try different places

Yeah, that is what I can do. Ironically the bills were already denied by Western Union the same day I exchanged at BOC and I didn't find time to reclaim. I can choke on that, haha. Thanks for your input though.

Bank of America in HK will most likely replace your torn notes. However, listed address might be just an office, not open for retail customers. You could ask for an advice at US Embassy in China, before you travel to Central. I think, there's one in Shenzhen.

I guess no one has a basic understanding of banking. BOC did the right thing, this is China, BOC is a Chinese bank. Torn FOREIGN bills are damaged and WORTHLESS. American banks in the US take back worthless torn bills because they have a deal with the federal reserve (they print the money) to exchange torn, worn currency out of circulation (they'll exchange the worthless currency with new bills).
Common Sense: Federal reserve does not operate in China . No bank in their right mind would extend the deal to a country that is probably the biggest counterfeiters. Torn money is probably more difficult to verify.
There is plenty of stupidity in China, sometimes it's the man/ woman in the mirror.

In case you haven't figured it out yet. You were asking the bank to give you something for nothing. In your mind, it is ok for the bank to lose 300$ because you were careless with your money.
