Sorry Aoi, but I have to say this to you ?. What is "SCOOBA" dive, is it to swim underwater ?. Or is it to "dive" into other "places".
With the pollution into rivers and lakes in China, I would not even dip my toe into any of them, much less scuba dive ( or scooba dive, whatever ???) Bet you you will not see 2 meters away from you, unless you use a swimming pool.
I have heard that there are great scuba diving experiences to be had in the rivers of almost every major Chinese city, where you can observe what is now a rarity in western waterways, but is still found in large numbers in China, the infamous "brown blind mullet"
