Is it safe to drink? The price seems pretty good, but I have never tried it. Hoping to get an experienced opinion.

I get all my scotchs and bourbons through 'duty free' only.
It's going to be bad...really bad...I've had fake chivas which tastes like vanilla extract mixed with industrial alcohol...
Haven't tried it. It is most likely not worth it.
I've come to the conclusion that the only thing that is done well in China, in terms of alcohol, is beers and rice wine. Sure the beers might not be as inspirational as e.g. Belgium beers, and some rice wine is more like industrial waste than a liquid you would want inside your body. Yet, on a hot day, a cool Tsingtao does the trick, and a 50% rice wine spiced with dates or other commonly used flavors can also be a nice drink.
For whiskey, I happen to know the count of Chinese manufacturers is ZERO. So what you see in that bottle isn't whiskey. At best it is a vodka like pure alcohol with some coloring and flavors added.
