Go to the Bank, and find English speaking teller. Ask him/her for SAFEA's address and phone number.

My contact at Dalian SAFEA in May 2013, was fluent English speaking officer Miss Lee (or 'Lyy' --->part of her email address), phone no. 155 6681 3371.
