You don't say what you want an 'F' visa for: F visa: Business visa, issued to persons invited to give lectures or for official visits; for purposes of business, scientific, technological, or cultural exchanges; or for short-term studies or internships lasting less than six months.

I'm sorry F visa's are in the process of changing to the so called M visa and I think it will be even harder for Filipino's to get it in the future, especially with Manila, Philippines seeking U.S troops to join their country with on going island disputes with China.

good luck, I also heard rumors Hainan was the best place for Filipino's to get a visa. But with new Visa Laws its almost impossible to know. All you can do is try, but I know it will be the price of 5000 to 8000 for this 6 month visa. I have many PH friends, so kumasta, Most of Pinoy I know in China have destroyed their passport and plan to stay for forever until they get old and they just pay the huge fine or wait for deportation, by then they have already bought a house and saved their family from hell. For Pinoy in China sacrifices MUST be made to save your family and buy them a house and to feed them, I know PH so well kasi meron ko trabaho 6 years lang.
there is a school in qingdao for koreans who come over on to learn english because the schools in korea are so expensive, not sure of the name, probably can find on the internet, because the school does not teach chinese, only koreans, the school can hire filipinos to teach english instead of westerners,
they have about 14 teachers, met one of them on a dating site a couple of years ago.
also i have met many pinoys getting visas in Dalian also, if the place is isolated or cold and no one wants the job, usually a filipino can get a visa to teach there.
some exceptions are everywhere, know a pinoy lady with a masters degree in education that changed schools before the 5 year rule and the school got her a z visa this year in a tier 2 city, not sure how that happened but to say "this is china".
