Noticed this and was wondering if this was a voluntary push from the government to encourage contraception.
Also, would anyone ever trust those condoms?

I am be mistaken but from what I've been told, all hotels are supposed to be able to offer condoms, didn't know they all have to have them already in the room. I don't see any of the nicer hotels have a display by the bed with a condom and a sign saying they will charge you 25 rmb for this condom (but I have seen it in some of the cheaper places I stay when not traveling for business).
As far as the second question, I wouldn't say "trust" exactly. But if you've already made it back in the hotel room before you start thinking about protection, well it's better than going bareback.

Yeah, but if you have a lady friend willing to go right then which would you pick: Grab that overpriced one or make her sit there and wait while you run to a nearby store, hoping she is still in the mood by the time you make it back?
As it was explained to me, it is done to prevent spread of HIV / AIDS in China. But be aware that they are not for free, it is also a source of income for some hotels, charging as much as 30 Rmb for the usage of one.
And no, I will not use them, lousy quality. Very thin, prone to have holes, and in many instances breaks or tears while installing it. And I still have a good supply of Trojans left.

I do not trust the quality of anything the government make someone do just do what I do.
Stack a condom on each pair of pants in your dresser that way you know to bring one with incase the one you should have in your wallet and the one you should have in your jacket pocket are not an enough.
