Q: Are Chinese girls more "devious" than other girls?

Yes, because they have had 5,000 years of practice. 
Most women everywhere are devious and want a partner who has money and will buy them nice things.
Most men everywhere are pig and want sex on demand, no strings attached.
NOTE: I did not say ALL!!!!
I'd say in my limited experience the most devious women are those from any country who have too much experience with men. KTV girls, hookers, bar maids, and so on who know how to flatter a man's ego, and make him spend money.
They may not be more devious. They might be more willing to employ deviousness and more often.

Personally I think money, lack of money, fear of losing money, etc, all have the potential to make people behave in a devious manner. When need and necessity come into the equation of choosing and winning a partner, all kinds of undesirable human characteristics come into play. But Chinese women, or any women, themselves being inherently devious.....no, I do not believe so.
Most girls know how to get what they want, Chinese just do it differently.
