my response, while painting with the necessary gigantic brush is YES. But I can't re-write my response. I am waiting for it to be moderated or quarantined before they post or don't post it. And it is not about a child peeing in public.
You only have to look at how many European hotels do not accept Chinese tour groups anymore for the answer to this. Too many have got their fingers burnt, Chinese behaving like morons in front of their other guests, stealing anything that isn't tied down at the end of the stay and probably a few other things as well.
I suppose it depends on how you define civilized.
Chinese don't need to be on tour to appear uncivilized to a typical foreigner. Just today I was walking around the local area and I saw a woman sitting outside her shop eating sunflower seeds, the ground around was scattered with the debris from her snack.
I thought " How easy would it be just to bring an empty recepticle from your shop to put your waste in?"
It doesn't bother me now. I am getting used to it.
But if they don't care about the mess on their own doorstep, why would they care about making a mess on someone else's?
But to answer your question.... erm... I went on a Chinese package tour to Malaysia a few years ago. And the Chinese tourists were so tightly controlled by the tour guide they had no time to be static and make a mess. They were too busy being sheperded to the next Chinese managed shop

In my opinion, it was 'kid's action'. Passers-by could go easier on kid (and parents). I'm much more lenient to the kids actions, even when accompanied with parents.
Let say, if I would see the same thing in Paris, I (and most passers-by) wouldn't be 'upset'! Most would just continue on their way!
Problem is HK-gers feel intimidated by mainlanders! Another 20Y for real 'merging'! Is this tread about kid's peeing in the public in HK?

If you make your kid poop/pee in a populated street of Paris, say St-Michel, I'm pretty sure you would get a lot of angry looks. Then, a few minute latter, someone would ask WTF is this. And yes, in Paris, there's dog's poop, the subway corridors smell of poop, and it's not the cleanest city in Europe by a large margin.

I wanted to compare same act in EU or elsewhere! I wouldn't stop for a minute. Same as I wouldn't, if one wouldn't pick up dog's poop. I would maybe comment, if one would cut the tree in the park, or walk over the flowers, but not for kid's pooping.
Report on tell was interesting, because father was holding kid in his arms, and 'fight' with HK-er. LOL, father didn't have time to put kid aside for a quarrel!
It is 'normal' act in China, and HK-ers are much different. They feel 'pain' to be associated with Mainland.

I define civilized as whatever the international norm is. While its true that civilized behavior is somewhat subjective, it is necessary to have a standard. My standard is the behavior that is generally accepted by the international crowd. In this respects, Chinese society largely fails, though not completely. However, I look forward to improvement in future generations that are more exposed to the world.
I agree with xinyuren, "civilized" is a perception of that civilization. Sure, Chinese may be civilized in China but on a global scale ("globalized?") they an entirely uncouth and take no consideration of others.
We have to give me a little bit slack though, they just opened up to the world after imploding and being clamped down for only 36 years. Many Chinese have only had the chance to travel within the last 5-10 years, so they don't have a clue.
Businesses, of course, are less forgiving and do whatever it takes to sustain and produce growth. They are learning that the Chinese create more losses than gains and are acting accordingly. Chinese need to take this in to consideration and not play the "victim card" at every turn.
I am confident as they see their reflection (feedback from the rest of the world) they will either do one of two things:
1) Blame everyone else (foreigners) more and more, then return to being shut off (but more intensely loathed) by the rest of the world. They will regress back into being like North Korea. Doubt this will happen.
2) They will learn how to act on an international stage in time. It may take a generation or two but as they are introduced to new ideas and criticism... they will be forced to change to interact with the rest of the world.

yes every body checks in hotels or hostels 14 hours before check in time and sleeps in the lobby floor, see this all the time in the west

haha,, good story from Osaka.... they can act like pigs, that's for sure. Funny thing is for all u who have been out and about with the real nongmin,, the thing that still kinda suprises me even after being around it such a long time is the way they take pride in acting like a pig. oh well,,, the human mind is a strange cavern to fathom...
