I run Astrill successfully. Works as a proxy or as a configurable VPN. Servers all over the world.
But, are they guaranteed to work? Well, no. How can they be? A VPN establishes a point-to-point circuit from your PC to a server somewhere in the world via the public Internet, so if the public Internet, or your access to it, is configured, controlled or confused, the VPN's ability is likewise limited. Since no VPN provider controls the public internet, none will guarantee that it will work anywhere.
Until very recently ( a month or so ) access to any website outside the GFW, through the VPN or direct, was painfully slow from here in Shanghai. You could watch the server responses along a test pathway -- they decreased by over a factor of ten once the route left the country. No VPN can overcome that kind of control.
Nowadays, I get nicely quick connect speeds to sites around the world, on the order of several hundred KBS, which is similar to the speeds achieved by a residential ADSL connection in the States. It's not cablemodem fast, but it'll do.
Can a network provider identify a user of a VPN and intercept the traffic? Well, major world governments can do pretty much as they please, money, material and time resources being available to them. Is your connection worth hacking into? Probably not. And anyway, there are many faster, cheaper, easier ways to compromise your information.
I don't know of any case where a given foreign site which terminated VPN connections has been blocked by the Forces of Evil, but I'm not The Authority. I suppose it could happen. So, if you don't connect via your first choice of pathways, choose another. I presume most VPN software will allow you to choose a distant end. Once connected, the VPN provider may update your local list of available servers to route around a problem.

i am using freeU for free and having no problem .......... VPN they are service paid i think so i guess they will work properly enough
