Yes, there are.  I know several people that have come to China on scholarships.  However, most of them have come from African or Eastern Europe, so if you are not from that area, it may not be as easy.

No there are scholarships to study in most nations on the planet. But, for some reason, China is not one of them.

There are plenty. Try a google search. Two of my university classmates are here on scholarships (a class of 4). Though should point out that our class was Chinese Language, and both of their scholarships allow them to study Chinese here.
