Q: Are there any trainee programs available for foreigners in China?

Just wondering if there are any trainee programs (not internship) available for foreigners in China. Basically I am interested in some international companies programs for new grads with hiring option for a full time job after the program.

Anyway, I am not interested in start-ups or internships.

You may be better researching multinational companies in China then applying to the HR department in your own country. The likelihood is that you are more likely to be placed in China by means of internal transfer rather than trying your luck applying the same MNC branch company in China. The reasons for this are obtaining permission to employ foreign nationals in China. The Chinese branch would have to come up with a compelling reason that a Chinese national could not do the job rather than than you.
