Q: Are there less cars on government plates now ?

The last half year of so, the number of cars I see on government plates (white background red/black chars) have dropped significantly. Today I saw something even more amazing. I saw a Chinese brand - medium sized car - on government plates, not the usual Audi/Lexus/BMW. 

Is the crackdown on corruption actually working ?

I was always told that government plates are the ones that begin with a Zero.  The plates you are describing sound like the ones used for joint ventures.  If they are the ones I am thinking about, the decline may be because the perks you used to have with a joint venture plate (no tolls, could drive across HK border, etc...) no longer exist, so the purpose of having one now only has a negative side (targets you for scams, kidnapping, etc..) other than just an ego boost of having a different license plate.

Scandinavian:

There is not plates for joint ventures. There are plates for foreign owned vehicles. (so foreigners can get pulled over all the time)

There are no special plates starting with 0, the special plates are all different colors.
