Has anyone else had their pay cut below their contract pay amount? What should I do? I'm supposed to make 6,000RMB but I only make 3,000RMB. I've heard that's illegal. What can i do? Call my embassy?

Are you a Chinese? 3000 is close to what Chinese teaching assistants make here. They make around 2500 kuai. So if you are teaching and you are making 3000 you are probably making 500 kuai more than your assistant.
What you should do is walk out the back door. Not the front door because they will notice you. The back door and never come back!
Are you a qualified teacher, with native or near-native English skills, in accordance with Chinese law? Do you have all the correct visas, work permits, etc, in accordance with Chinese law? Are you another Chinese pest, pretending to be a foreigner, because all foreigners are stupid?
When you ask a legitimate question, with full details, you can expect a legitimate and helpful reply. No qualified teacher would work for 6000 a month.

Fair enough, but for you it's only a temporary measure until things come good again. I think many of us have had to do the same at some stage, to buy some time.
I have taken on such a job, knowing full well that the school was intending to cheat me. It makes it so much easier when you just walk out one day, without notice.
My beef is with those that deliberately set out to cheat the system, working unqualified and illegally, not with those who are temporarily a victim of circumstance.

and do you really expect a school to pay someone 10,000rmb to teach 14 hours a week? conversational english? edit: not to mention 4 months off a year, fully paid.

OK. I'll concede to you on that one. Many schools use the term "Conversational English" to refer to "white monkey in the classroom." It isn't really teaching, so doesn't really deserve to be included in the conversation. "Teachers" who take on such roles must surely know they are not really teaching, and it really annoys me when they insist that they are.
Teaching English involves four macro skills (reading, writing, speaking, listening) as well as grammar and vocabulary. Real "Conversational English" would be a microskill of Speaking, with some listening and grammar. As a microskill, to be done properly, it requires specialist knowledge.
As example, spoken English has a different grammar than written English, and each of the varieties of English has its own syntax. So therefore, it would require someone who understands the spoken grammar and syntax of both Chinglish and standard English.
This also involves being able to properly teach pronunciation, pragmatics and use of lexical units, idioms and phrases. These need to be done in standard English, not in a different variety of English. By a qualified native or near-native speaker.
As an example, many Asian cultures do not include apologies when making a negative response, nor do they offer an excuse as to why something can't be done. However, in western culture, this is expected, and can sound downright rude and hostile if not included in the negative response. The order and necessity of the pragmatic units also varies greatly with different situations.
It is oversimplifying things to just say "conversational English," and this oversimplifying and use of unskilled workers has led to the problems in China's English usage.
Go to PSB, and talk to officials there.
That is Contract breach, if School or Company doesn't pay as it is stipulated in the Contract.
Find another employer (School) ASAP. Before you can quit, you will need new Residence permit sponsor.
I am not sure, what will happened to you, if you have F or L visa. It is against Chinese Law, if you work and receive pay with F or L visa.
Both, you and School are in the hot spot, if you don't have right visa.
That is crazy pay! Some agencies try this sort of wage but most people quickly realise what the average teacher is getting. What sort of hours do you do at work because 6000 is a part-time wage at best.
Depending on your visa situation I would get out.. QUICKLY!
