Q: Asking for help,parents with 1 Chinese Child, one whom is not.

I have lived in China for. 8 years,this site used to be helpful and also a lot of fun on boring days living here.So here goes, after a little advice.I have just recieved my Cat B Visa valid for 3 Years.I have 2 children,only my daughter is on my visa because she was born in the U.K..My son was born in Xi;an, to a Chinese Mother so my son has to be Chinese.My problem is Education,my daugther is fine it seems the education department will help with finding a school,but she already has a school ,so that's fine.My son is a Chinese National finished Kindergarten just now.Every City is divided into Districts etc,where my school is located and where I live, is a different District than my wifes.sons Hukao,we can't find any school in our District that will accept our son,if we move to my wifes District it would be impossible for me to work at my High School,at least 1 and an half hour journey each way,my first class begins at 8-10 everyday.As anybody faced this problem before,which Government Agency may be able to help us,   T.I.A   Paul

This seems to be a bit of a reversal. Foreign daughter in public school, Chinese son denied a place.

 

First up, your son does not have to be Chinese if he has a foreign dad. Having said that, it is better if he is Chinese. Do a search for a recent thread from IronMan. Chinese schools will not allow foreign students to graduate. New rules. An insightfull thread.

 

Next up... quiz your wife.

 

I had a big fight on a wechat group about this recently, it caused a big fall out. It might well do the same here. Because nobody can tell me.

 

If your wife has a houkou, in a place other than where you live, she needs to have a local registration. This is in order that she can work in a tax paying job, and pay tax.

 

If she works cash in hand, does not register, and sticks her fingers up at the local Government... fuck you and your tax....

 

That can cause issues when it comes to school and travel.

 

Hold back on your ire towards me. The last guy I told this to said I was accusing his wife of being an ex prostitute.

 

Absolutely completely no. Chinese just want to cheat the sytem. It's programmed in. Every point against the Government is a plus face score.

 

But when it comes to school places, the only cheat that works are bribes. I had to pay 50k to get my daughter into kintergarden 3 years ago. I suspect I paid similar to get her into primary this fall. And her docs are impeccable. She is Chinese, local Houkou, in the system... they want a donation towards the lights.....

 

There has been recent protests against lack of school places where I live. Videos of parents being dragged off to police vans because their kids were allocated schools hours away from home.

 

The Government has failed massively here. Uncontrolled development, new complexes without developer money to build schools, complicit local Government.... corruption at it's worst.

 

Here is where you dislike me.

It is up to your wife to get a school place. If she cant do that after you misplace a few tens of thousands of RMB, then something is amiss.

I recall being in a middle school to fulfill another foreigners contract and a teaching position at this highly sought school was open that only paid 2300 rmb a month, but the face was all that matters. 200 people applied but the person hiring got a new VW Santana and a new teacher was there that did not even apply and not on the list. One can only imagine how much corruption there is if your willing to pay 150000 rmb for a new car gift to get 2300 rmb a month plus benefits, bribes, gratuities, whatever.

Can you get a UK passport for the son or is step-son?

Is there a private school in your district that you could barter some classes in return for your son attending there.?

Does the Chinese wife have any relatives living in your district so she can be added to the hukao, does not mean she is on the property deed, totally different document?

Hi man, yeah I've been there done that, if you can't move back to the district of where your son can go to school than you're gonna have to send him to a "Min~Ban" school 民办小学. Every district and city has got one, no it's not those expensive international schools but tuition fees will be between 5000-40,000 a semester, usually 10,000 to 20,000, depends on your city. If you give me the city and district you're trying to find a school I might be able to help more.

Paul. What I have seen here is new developments of 20 or 30 high rises, all over. Built on swamp, built behind coal fired industry, built in places where there is no infratructure... and no schools.

 

The apartments are cheap, and they get swallowed up as investments.

 

The cheaper it is, the better the investement in Chinese eyes. The price will go up after the power station is closed, or the price will go up after the metro connection is put in.

 

I have been here almost 7 years... I have not seen a single new school built in my area.

 

I have seen farmland developed, brown sites developed, factories flattened to build estates that house perhaps 40 thousand souls. I have not seen a single new school.

 

What I do see is a lot of LandRovers on the roads, ignoring the rules of the roads to take shortcuts to Government office car parks, complete with salute as they go through the gate.

 

And what I do see, is honest working people, blue collar and white collar, with the same fustrations at being allowed no family life because the government would rather build white elephant high speed rail lines rather than schools.

 

Their attitude is.... hey.. its easy for you to visit your kids in the hometown... look what we have done for you... we have built you a high speed rail line.

 

Yeah. Well. Honestly. We would rather you built fucking schools close to where we work and live.

 

I can see the point of the policy. Move the wealth inland from the coast. Filial piety, the grandparents can look after the kids. Kids are the pension and all that. I understand the plan.I get the concept of Houkou and the stupid concept of hometown.

 

But me, as a far left libtard lefty socialist bloke, I am happy to stand up and say this is something that China has got totally and utterly wrong.

 

It needs to change.

 

And a note to the Party. It's your fault that 40year old Chinese can't trust their parents to look after their kids. You closed their schools in exchange for little red books.

 

Kids should be with their parents. Not the ignorant grandparents you created.

 

Build more schools.

As a side note. The corrupt officials who aprrove planning permission for apartment complexes without schools or hospitals, just empty shops.

 

They are stupid. Build schools and hospitals, your developments will sell for more.

There are 3 of these school's in that district, have your wife open that link, use your "find on page" browser feature and type in 雁塔 (Yanta) and your browser will help you locate it, than call and see if they can help you.
