Q: Balconies on apartments possible, or no such thing in Chengdu?

From what I've seen is that most apartment buildings in China have balconies but Chinese don't use them in the way Westerners do (ie. a place to drink your morning coffee and read the newspaper) they just put bars over them and use them as a place to dry their clothes.

Balconies are available on apartments, but they'll be more expensive. The nicer complexes in Chengdu have balconies.
