If you're in a big city than the chain Toni & Guys is pretty reliable. They're expensive though. If you're talking about getting your hair dyed...expect to pay up to 2,000 RMB.
But it is likely to be done well. The european women I know who use them may complain about the price, but they don't complain about their hair. Which usually looks fantastic.
Maybe if you're in south china you could save some money by heading to HK, prolly find some good salon reviews online. There you might be able to find a more standard salon that can do it well at a lower price.
If it's important to you...I suggest you don't cheap out on it. My ex is bulgarian and she had this thick dark hair that when she let a normal place try to dye blonde turned this sickly yellow-green color. We did a better job at home using box hair color, which is also an option.

Yeah, it can definitely be worth it. If you can touch up your roots a couple times in between it's not so bad. Go in a couple times a year spend a couple thousand.
Most chinese hair salons are full of complete freaking idiots, they actually do hire decent people there. Trust me...I've spent many hours waiting around there.
If you're needing a haircut you may want to specify what city you're in, China is a big place.

What kind of European blonde hair, and do you also have an EU passport from an "EU country"? It all makes a difference! I've got 'Murican blonde , so that means I must go to the shops for "Shuai Ge" otherwise it's like putting unleaded in a car that wants premium!

I'm blonde, though it has no bearing on getting my hair cut other than the giggles I get being a laowei walking into a street-front barber shop. European descent. I usually pay 20rmb for a shampoo & cut. Suits me fine.
If your hair is straight like Chinese hair, you can go to a local salon, as long as you are able to stand up to them, and not let them steamroll over what you want.
otherwise, you need to specify which city. If you are in Guangzhou then recommending salons in Beijing and Shanghai aren't going to be very useful.

go to a large salon with a local friend and talk to the no. 1 hair guy about what they do.
if they hair-dresser wants to bleach out your hair before colouring it leave immediately.
this is what most do to Chinese hair to put in colour: this inflicts terrible damage to the hair roots.
Do consider self-colouring as an option - look in Watson's or foreign supermarket for a brand you recognise

Yes I wont trust them unless they can speak English and understand what I want.
I'm sure there must be good hair salons in big cities that deal with alot of foreign clients.

I darken my hair - too much unwanted unpleasant attention from the local sleaze brigade on my way to work with blonde.
i found a fairly good place that doesn't put any sh** in my hair (after bringing a local friend, negotiation and keeping an eye on what is being done) AND I do my own out of a bottle.

I am naturally blonde but obviously as you get older your hair gets darker unless your albino....but thank you for your input.

Point taken. I seem to recall I had blonde hair...up until yesterday I think. Just had a look at it was shocking to see it's now grey.

lol, i know a place, but they do brunette american hair and curly african hair....dont know about blond european ones. Sometimes i have seen some wavey middle eastern there too....
