I'm confused dint they originally blame a lighting bolt? now they say it rear ended another train?

I think that a lightening bolt could well have caused the tarin to stop in its tracks. I think what Premier Wen Jiabao means by 'severely punishing' is an investigation as to why the next train on the track was not alerted that there was a stationary train ahead. This could have been by a signal being on red, control rooms not seeing the problem, the inability to communicate with the driver of the train approaching the stationary train. So systems, people, planners.... a lot of reasons but the saddest thing of all is that in the year 2011 this should never have happened. I never travel at the front or in the rear on an MTR train - only in the middle. Its only a matter of time.......
