I just dropped my two year old netbook and although only the monitor is not working properly now, I am thinking it might just be better to get another laptop now since I want to be able to do more.
Can anyone recommend a place in Beijing where I can get a good laptop with an English OS installed and no spyware or other malware? Or do you think it would be better to try to order from overseas?

if you have some link in Hong kong..then try to get from there..you will get the same configuration at 30% less price..In China the original OS will be in Chinese..if you will ask the shop keeper to put English O.S then it might be pirated...
If monitor is not working properly for your old laptop then you can get repair..from my experience you just need to change tube for that monitor..it will cost you not more than 100 RMB..

The Chinese OS will also be pirated. And full of spyware and viruses. Only something like 2% of the copies of Windows in China are legit.
You could most likely get your monitor replaced in China cheaply
as for a new one I would buy one overseas unless I was in a hurry.
wait a couple of weeks and the new widows 8 will be out and you can get a tablet

well, this doesn't exactly answer your question,,, but just maybe a different approach to fulfilling your IT needs.
Go to HK and buy an iPad III. I did, and I totally fell in love with the thing. U know in HK at the official Apple Store over in Central, u do not have to worry about being ripped-off. In fact, u know u are getting first-rate, world class service.

well, It has been a while... I got the 32gb model wi/fi only. seems it was around 4700hkd. if i remember, it was about 1k more if u wanted cellular option too....
I'd recommend buying from overseas. I don't trust computers being sold in mainland China. Maybe I'm just an overly paranoid guy but I always get the feeling the government or other places pre-install certain malware/viruses.
Just recently there was a factory in China where computers were being made and malware was found installed on the computers before they even hit store shelves.
As for an English OS....it most certainly will be pirated which can lead to all sorts of future problems and security risks.
In summary, just buy overseas/online and rest a little easier at night.
I would also recommend either buying from HK or your native country.
If you MUST get something here in Beijing, you can find pretty much anything you need in Zongguancun, but finding "legit" stuff over there can be tricky even for natives.
The best solution would be to go there with a nerd Beijinger
