Q: can china blame the us for the current tensions w/ NK?
i learned sth very interesting from watching former president jimmy carter on the daily show (april 9th)
clinton negotiated a peace treaty with NK.. and there was no problem out of NK until bush tore up said peace treaty .
No. In 2002 North Korea broke that treaty and restarted plutonium production. There was no problem until Pyongyang restarted plutonium production suitable for nuclear weapons. You can't blame George W nor the U.S. for North Korea's actions. Bush did not "tear up" that treaty, North Korea did.

Cool. Jimmy Carter is an exceptional man and I'm not the first to defend W but it seems NK verbally rescinded that treaty and acted in violation. Anyway ...
