For example, if a claim for $10 billion was made against a Chinese company in USA, could the USA freeze the assets of that company pending outcome of the court case?
How would this work in other countries?

Yes, though technically in most if not all western countries, only the courts can freeze assets. The relevant government department can apply to the court for a seizure order to made against the company. If it were to happen, there would be the inevitable diplomatic row and finger pointing. It certainly wouldn't be done lightly but I am pretty sure it could be done if necessary.
