Can one, as a foreigner even buy and own an apartment or flat?

You can buy but not legally in most cases. To purchase legally, I am pretty sure that if you have resided in China for a number of years (2-3?) then you can prove residence and buy a property. I think there is an increase in tax that you have to pay as well.

From what I understood, you can buy your own place, but can't own it forever, after 5 years the government buys it back, and you have to find another place. Unless you're married with a local.
