3 years a go a groub of foreigner students applied in Bohai university to study bechlor of petrochemical engineering , after spending 3 years of wasting time in the university with no classes most of the time , the staff of the uni tells the student that they cant give PE of petrochemical engineering degree, to the students and asks them to move to another university , so the question is can those student sue the university for such a scam ? the uni scammed the student and use them for three years paying tuition and fees for everything , can they get their money back ? can they win the case if the sued them , and how much time it'll take, will it cost anything ?

I think its nearly impossible, although if you got some connection you might be able get a "degree" from the univ considering you spent 3 years there, of course its a bullshit in a piece of paper. Welcome to China, if your friends wanna pursue education/knowledge i would advise you guys to go somewhere else, Taiwan, HK, or Singapore don't stay here. But if its only getting certificate and a degree you can go for the "top univ" in here, Wuhan university for example.

Yes, you can sue.
Will you win? Unlikely. Universities tend to have a lot of guanxi (ie, power) because they have contacts all over the place - especially in the legal and political system... mostly because of people like you - foreigners who give them lots of money... which can then be spent on bribing the local officials.
Best thing you can do is make your situation VERY public!!! (lie, if you have to) tell the university that you know a lot of people in the media (that you used to go to high school with, or some other such BS) and they'll print lots of bad advertising in your country, telling possible new students not to go to that university. (if that doesn't work on its own, do up an image of a newspaper, with the headlines indicating the university... use photos of the university and the president/ head of Foreign Affair/ etc...). You're obviously not a native English speaker, so do it in your own language - they'll never have anyone who can understand it, but they'll get the photos!
