I assume your passport is at the PSB for RP purposes? If that is the case you should have a receipt for it stating as such. It will contain a stamp from the PSB that your passport was retained for the RP application. You can use that receipt to book flights, trains, etc. if you don't have one, go back to them and ask for it. Generally, you can't use a photocopy of your passport for traveling.
It might depend on where you are, but I've bought train tickets with just a passport copy before, quite recently in fact.
If you do buy them with the copy, it might be a good idea to get the return ticket at the same time just in case you can't use the copy wherever you are going.
You will also have a problem if you intend staying in a hotel wherever you go, you will almost certainly need your original passport for that.
You can do it..but not at the train stations or big offices.
For eg near my house in Qingdao I have a small ticket booking office made in a container. Imagine how small it would be..I bought my ticket with a copy of the passport. Just be sure to have the valid visa page also copied....
And yes what Louis said If you dont have that receipt for the passport you must go back and get it...
I never had a problem (in multiple cities in Guangxi) but I don't know about other areas.
There is a new law that require you to carry your passport at any time, and you can be fined for not having it with you. But as with every laws in China it's not really enforced and most cops don't even know about it.
You shouldn't have a problem, for years (before that law) I never had my passport but only a color photocopy of the ID page and the visa page, never had a problem to book train tickets (whether regular or bullet trains), plane is another story, even domestic flights.
I just did a train trip ... return trip..... I don't think I needed a ticket, it was so busy.. I do know there were many, many on the train with no seat tickets ....crowded and fun, a real experience.

I have bought first online, and then with the SMS they send you, just went to the station and picked up the ticket.
Actually buying is not the problem, when you get into the station the day you are going to take the train is where they check the passport and seal your ticket.
