Q: Can I get a Hong Kong ID if?

If i have my address registered in Hong Kong, but live and work in China can I still apply after 7 years for a Hong Kong ID?

no advantage to a hong kong id anymore, you get a chinese passport now, not a hong kong passport, other than banking and financial asset security, all the other reasons to be in hong kong are gone or soon will be.

It's a difficult question, but this is my long~term goal, as we have no plans to return to the U.S after buying our house here, so Chinese passport would be fine for me.. But it's easier said then done.

Just because you own property doesn't necessarily qualify you for citizenship/residency.  They will most likely want to see you're contributing to society (through business or employment, as well as paying taxes).

Yes, but they need to be in Hong Kong or at least fulfill some minimum length of stay over a 5 year period, right? (ie. must be in Hong Kong at least 8 months a year)

I was referring to China, Not Hong Kong. I don't know much about HK stuff, only that 7 year law.
